From 2165 to 2188, the Council consolidated its power.

The Council used the chaos of the 2nd Corporate Wars to impose the caste mandate that divided humanity into three castes: Starcaste, Landcaste, and Bondsmen.

This caste mandate gave the Starguild control over the technology individuals could wield.

Social mobility became restricted.

In 2166, the Bondsmen caste become permanent and hereditary.
